Earthquake Insurance: Is It Worth It?

Standard California homeowners insurance policies don’t cover earthquake damage — a fact that surprises many buyers relocating to San Jose from other parts of the country. Deciding whether to purchase separate earthquake coverage is a genuinely personal calculation, but here’s the framework to think it through.

Why Standard Homeowners Insurance Doesn’t Cover Earthquakes

Earthquake risk is excluded from standard homeowners policies in California because the potential losses are so large and geographically concentrated that most insurers can’t responsibly absorb that risk within a standard policy. Instead, earthquake coverage is sold as a separate policy or endorsement, most commonly through the California Earthquake Authority (CEA) or a small number of private insurers.

The Case for Buying Earthquake Insurance

Santa Clara County sits along active fault lines. The broader Bay Area, including San Jose, is seismically active territory, and a significant earthquake is a matter of “when,” not “if,” according to state and federal geological assessments.

Standard insurance won’t help you rebuild after quake damage. Without a separate policy, homeowners are entirely on their own for earthquake-related structural damage — a potentially catastrophic financial exposure for what’s likely your largest asset.

Older homes face particular risk. Homes built before modern seismic building codes, especially those without specific retrofitting (like soft-story reinforcement or foundation bolting), face meaningfully higher risk of serious structural damage in a major quake.

Rebuilding costs have risen sharply. Even a moderate earthquake can produce repair costs well into six figures for foundation, structural, or utility damage — costs that would otherwise come entirely out of pocket.

The Case Against — Or at Least Reasons People Skip It

Deductibles are high. Earthquake policies typically carry deductibles in the range of 10–20% of the coverage amount, meaning a moderate quake that causes damage below that threshold may result in no payout at all, even though you’ve been paying premiums for years.

Premiums add a real ongoing cost. Earthquake coverage is an additional expense on top of an already high cost of living in San Jose, and some homeowners choose to self-insure — accepting the risk and setting aside their own reserve fund instead.

Newer construction may carry lower risk. Homes built under more recent, stricter seismic codes are generally more resilient than older housing stock, which some buyers weigh when deciding whether the coverage is worth the cost.

How to Decide

Consider earthquake insurance more strongly if:

  • Your home is older or hasn’t been seismically retrofitted
  • You have limited savings that could absorb a six-figure rebuilding cost without insurance
  • You’re risk-averse and prioritize certainty over saving on premiums

You might reasonably skip it if:

  • Your home has already been retrofitted to modern seismic standards
  • You have substantial liquid savings that could self-insure against a moderate loss
  • You’ve carefully reviewed the deductible structure and are comfortable with the gap between what you’d pay out of pocket and what the policy would cover

A Note on California’s Broader Insurance Market

It’s worth understanding earthquake coverage in the context of the state’s broader insurance strain: California’s homeowners insurance market has faced significant disruption in recent years, with major carriers pulling back and more homeowners relying on the state’s FAIR Plan for basic fire coverage. Earthquake insurance is a separate product from this broader crisis, but it’s a reminder that insurance availability and cost in California deserve careful, ongoing attention rather than a one-time decision at your original purchase.

Bottom Line

Earthquake insurance isn’t automatically necessary for every San Jose homeowner, but given the region’s genuine seismic risk and the total exclusion of quake damage from standard policies, it deserves serious consideration — particularly for owners of older, non-retrofitted homes without substantial savings to self-insure. It’s worth running the actual numbers (premium, deductible, and your own financial cushion) rather than deciding based on general anxiety or general dismissal of the risk.
